When flash is used, the motion, wind and vibration issues can go away.
Then it comes down to focus accuracy, DoF, diffraction and lens
quality.

I have some lens test photographs of the USAF chart that shows that I
can easily exceed 2400 dpi. I also know that even at maximum scanner
resolution of 4000 dpi, I'm not capturing everything possible and the
transitions of those maximum details are trashed. Of course, I'm using
good films for these tests.
