Yes, it just pulls out the top.  It has a rubber plug that snaps on the 
outside of the bottom of the tube to keep you from accidentally pulling 
it through but I think it's unnecessary and have taken it off. 
Installing it horizontally is also as simple as inserting it into the 
horizontal hole.
