The pthalates produce an oily film. So particulates probably adhere to it. 
May make removing other dust particles more difficult, but I am only guessing.

I would guess the other way round , new cars have more fresh plastisizer in the 
plastic. It has
not been "dried out" by the sun yet. There is a move away from pthalates to 
other plasticizers
because DHP is thought to be carcinogenic. But it works well and is very cheap 
so still widely
used. Others probably also evaporate and depost too.
