Thanks for the picture. It does to my mind confirm they different
constructions. Though the threaded part is short on the 21mm hood it appears
to be built the same way as the 28mm f2.8 rubber hoods I have.

I don't think the rubber part of this hood can be removed from the clamp,
btw. When I look at the thread of the rubber hood for the 28mm/F2.8 it also
very short. Must be by design :)
