Absolutely. However, those allowing their pets to roam loose in
urban/suburban areas provide no such service. They do, however,
contribute to the decline of songbirds, the deposit of piles of dog s**t
on the properties of others and the public thoroughfares, and the
killing of other beneficial native animals by packs of roaming mutts,
not to mention lots of annoying yowling or barking at all hours of the
day, and worse, at night.

Don't get me wrong here... I've nothing against dog ownership or cat
ownership. I own or have owned both, myself. It must be responsible
ownership, however, and that means, IMO, not allowing one's pets to
freely roam in urban/suburban areas.

Does it occur to you that we owe all cats and dogs a debt of gratitude
for making both hunting and agriculture far more efficient? And I don't
eat horses either ;-) On pet ownership, yup, I'm in favor of some form
of registration. Take full responsibility, unlike those rich, spoiled
people who dispose of a pet when it starts involving a little work or
inconvenience. I'd certainly shoot those. - PLZ
