It depends on the time of day and where you're pointing the lens, but you can 
get banding with a polarizer on a 24.  Try it yourself and you'll see the 
limitations.  

It does get worse below 24mm, as the band of polarization is much narrower than 
those lens' FOV.  I notice it on my Voigtlander 15mm lens without a polarizer.
