If this is the water damaged body, your likely to find multiple examples of
levers  that no longer turn smoothely for the same reason.  The best fix is
complete disassembly, cleaning and rebuilding, though a drop of some type of
lube might do the trick.  I don't recommend this (my disclaimer).
