The above steps sound reasonable.

Why? I have found it to be invaluable during my travels. I wish I had
something like it for Europe, or just Germany, but among the programs
available here there seems to be none that comes even close to touching it.

Well, I've lived there for two years, and it's worked before.....   :-)

I wouldn't have; I was just using THEIR words, quote: 
"According to FedEx there is no such road as Pine Nook Road at zip code
29170. We can have this package re-routed to any address within the colonial
USA." 
I had been wondering what they meant by it, for the same reasons you
mentioned in your item e). :-)
