Most flatbeds have a pretty large depth-of-field, so you could also
try propping up one end of the photo on the scanner a bit. It should
be pretty easy to see if you can tilt it enough to avoid the
reflection, though you'd probably have to use another piece of glass
to keep it flat in order to get a nice scan.
