In Win98 Microsoft distributed Adaptec's ASPI layer with the OS. 
Starting with XP and (I think) as early as Win 2000, Microsoft was 
pushing the use of their own proprietary SCSI interface.  Consequently, 
they discontinued the automatic inclusion of ASPI with the OS.  But ASPI 
was required for many SCSI scanners.  Getting them to work was simply a 
matter of downloading the ASPI layer from Adaptec's website.  You may 
have to search a bit but I believe ASPI is still there although it 
probably hasn't had any code changes for 10 years or so.

If it's not there and someone needs it I have a copy squirreled away.
