Very dark and contrasty.  It benefits greatly by increasing the 
mid-range brightness which also reduces the contrast.  I note that the 
upper end of the histogram seems to have a fair amount of holes.  Maybe 
overprocessed as a JPEG?  In any case brightening the mid-range is, I 
think, all that's required.
