Of course - but without any program running (Ms-DOS 3.x probably), it

"Ctrl-c" (or "Ctrl-Break") in PC-DOS and MS-DOS interrupts and stops the
currently running program.  In Windows software development it can also be
used to interrupt a running program at a predefined point for debugging.
Probably archaic though.
