Barn door dep't:

Put a UPS (uninterruptible power supply) on any computer you care about.
If you cannot afford that, at least a good surge protector.

What OS do you want to run?

If it is anything that runs on Intel CPUs -- windows, Mac or Linux or one
of the *BSDs -- then can you wait some? Intel's next generation look
really good and are due out last quarter this year. That ought to mean
both some lovely new machines and better pricing on the current
generation. Web search the chip code name "nehelem" for details.

off-the-wall dep't:

Is a PS3 an option? Includes a blue ray disk; last I looked just buying
the PS3 was much the cheapest way to get blue ray. The CPU is an
IBM/Sony/Toshiba joint project called ä ""cell processor""; interesting
beast. My guess is this is almost certainly worth buying if you are not
locked into Windows and you're either into games or in need of a home
theater mahine.

Yellow Dog have a version of Linux for it. There's also an Ubuntu,
though last I heard 8.04 on cell did not yet work, and NetBSD.
