Paypal have confirmed addresses for some Canadian and UK buyers now and will
cover those transactions under the Paypal Seller Protection Policy (which is
the main reason most US sellers do not offer Paypal outside of the US).

Regarding Customs declarations marking a commercial item (you got paid for
it so it is a sale) as a gift is fraud. Though you are not likely to be
caught for a single or a low value item it is still fraud.

PayPal is available in France. However nobody outside of the USA has a
PayPal "confirmed" address, due to the way the credit card sustem works
afaik. I live in France and have made many transactions with American
sellers, using PayPal, without any problem. In my experience, the easiest
shipping is USPS. If the buyer asks, don't hesitate to tick the "gift" box
on the customs form, otherwise VAT 19.6% + customs taxes may be levied.
