Actually, you'll be pretty hard pressed to find a broadband ISP that
guarantees speeds for residential service. Having worked for both a
DSL and cable provider I've got a bit of perspective on the matter.
DSL providers usually hype the "dedicated bandwidth" argument and they
talk about cable sharing bandwidth with everyone in the area. That's
all true. But, what they don't tell you is that with DSL you still end
up sharing bandwidth at some point, it's just further down the pipe
back at the telco's network. And with cable, each "node" can support
quite a bit of bandwidth (depending on the frequency they use and the
modulation technique), I used to remember how much but I can't now. A
lot of the potential problems with cable can be solved by having a
good cable plant and by monitoring usage on the nodes. The cable ISP I
worked for was usually really good about splitting nodes when there
got to be too much usage on it so the speeds were pretty reliable.

In reality either technology has the potential to be really good if
it's managed well and really bad if it's managed poorly.
