Yes and no.

In chemistry and biology, sugars are a class of chemicals including
glucose, sucrose, fructose, etc.

In food, labeling laws say "sugar" is table sugar, everything else has
to be called by its specific name, e.g. High Fructose Corn Syrup,
fructose, dextrose, etc.

Another analogy is "salt." All sorts of chemicals are salts, but if
you're cooking, "salt" means just one specific salt, NaCl.
