At one time there were two towers here. An older and much smaller one was next to the big one that was just brought down. The smaller tower was also a variable volume design that worked, at least in principle, much like you describe; the height of the entire structure changed with stored gas volume. Don't know if it was the same in design detail as the ones you've seen. It was torn down long before I moved here and I haven't seen any photographs of it. Was told they simply disassembled it, since it was comparatively small and everything was already collapsed almost to ground level when it was emptied.

The part that held the gas was like a giant inverted cup. I assume the inside was smooth and the seal was inside at ground level. Also, the structure itself likely provided the compression weight. You could see how full they were by their height. Gone many years ago without any explosive fuss.
