Well it looks like I was (partly) wrong, according to question B11 in
the Oly FAQ which all know is at

"With the camera in the auto mode any non-Olympus flashgun can be fired
from the hotshoe and X synchro socket, for the use of "Fill in Flash"
(shutter speed must be below 1/60th second).
[This overrides] the relevant ... Sections ... of Instruction Book B."

Make sure the user isn't fooled by the camera instructions!

On the 4T spot metering is not possible in flash mode.  And if you are
not using a T-series or F280 flash, the flash should NOT fire if the
camera is in AUTO mode.

If you want to use non-dedicated flash., make sure the user isn't fooled
by the camera!

Oops - nix that one. When I tried with the big strobe all worked fine.
The light then came on (pun intended) and I retried with the small
flash, giving generous flash on a white target. No problem.

Probable explanation: the main subject in the first test was small, and
a lot of the rest of the scene was farther from the flash. Fall-off gave
less light there, and the camera was patiently waiting for more.

A bit embarrassing, but instructive. If you want to use auto, make sure
the camera isn't fooled. Spot mode would have been appropriate here.
