Simply: Yes.

The same as other 35mm lenses: Not recomended due to unnatural perspective 
effect. ( although sometimes very effective in creative photograpy)

I know about a very expensive 28mm Shift lens from Schneider Kreuznach, and a 
more buget 35mm-Shift lens from russia (Kiev) which is also available as Shift 
+Tilt.

As I know only for Cannon EOS.
