Canada is much more sensitive to imports/exports than US.  Canada also
varies from province to province in response to various forms (B2, B13,
etc.).
I have gone into Canada with the proper forms into Vancouver and never had a
question, taken the same forms and same goods for demonstration to Toronto
and been picked to death, then to Montreal and wondered why I even tried.
Then, the same equipment to Winnipeg and welcomed with open arms.  Same
stuff, same forms, different provinces.  When I spoke with US Customs folks,
they just shook their heads at Canadian actions.  US seems to be a little
more uniform.

BUT, always make sure you fill out forms first, troubles will always be
less.

There are export papers that can be filled out before sending an item out
of the country.  It will ensure that you don't pay any taxes or duties when
it returns.  The tougher part is ensuring that it doesn't get taxed when
entering the USA.
