I think this Kodak URL has been posted here before.  If you'd like some
definitive info on the newest type of high power scanner check it out. 
It also quotes FAA regulation 108.17 which declares that you have a
right to hand inspection of film where the exposure by the inspection
machine would exceed 1 milliroentgen.  There are also pointers to the
FAA site and InVision Technologies, maker of the CTX-5000, the new,
high-power scanner which can easily zap your film.  The reason for the
latter URL is so you can get to recognize InVision's logo.  The first
application of the CTX-5000 technology is against checked luggage.  But
it's also expected to begin showing up for the inspection of hand
carried articles.

Sorry, Heathrow travelers. The FAA rules only pertain to travel within
the US, of course.
