It's not large enough to require a bridge. Long sections of Hwy 1 are in extremely rugged terrain. Landslides and washouts are common. Many far larger and in more difficult locations than this one. CalTrans has a number of solutions, some really impressive. They finally tunneled through a mountain to bypass Devil's Slide.

Here, I wouldn't be surprised if they mostly just cut away more hillside and relocate inland a ways. they also have techniques for building out over unstable areas for the outside of the pavement.

I suspect from reading that this one was a result of inadequate maintenance and clearing of culverts. Anyway, in context, it's pretty minor mechanically and with minimal impact on residents and businesses, because of location.
