Brian - if this 'quality assessment' is part of the 'Save as' process then
it is not giving you an assessment of the current quality of your image.
It is rather telling you how much further it will degrade when you choose
to save it as a jpeg, or with a lower filesize or more compression, etc.
Unless you _have_ to reduce the filesize (maybe for a competition entry or
to send through a restricted email system) you should always adjust the
sliders to the max so as to achieve 100 (i.e no further degradation).

Choose <save as> (In the same menu is the colors option which includes
sharpen/blur).
This brings up another menu which shows at the top, the current directory
location, and you can from there choose another location.
It also shows the file name, and you have the opportunity to change that to
whatever you want.
Lower down it shows the FastStone assessment of file quality as a
percentage - usually lower than 100 !
