I would assume it means exactly what it says. Take 32GB as total storage. Probably much of the Windows configuration can go away due to limited device support but, even if it's 50% of the Win7 number that doesn't leave a lot for other uses. But a USB 3.0 port will take up a lot of the slack.

The specs say this has 2GB RAM and 32GB flash storage. The Win7 Windows
folder is 40.6GB or 43.7GB (in decimal disk drive lingo). Almost 50%
larger than the total available storage on the Pendo. What has gone away
on Win10 to make it fit? Is there anything at all left for the user?

Sorry, looking around it appears this item is 'badge engineered' for the
Australasian market. I'm sure there will be an equivalent branding for
the US. This thing was basically a disposable item at under AUD350

Basic specs are here (though it is W10):

An example of similar style 'name brand' kit (though the pendo has a
higher res screen and a different CPU) might be something like this:

Thanks, David. Do you have a link to the Pendo? I can't find it on
Amazon.

Tina,

I can't say whether something like the Pendo would be of use to you,
but if you're a windows user, something like this may allow you to do
what you need, it's all solid-state and only has a 32G onboard drive,
but has a MicroSD slot. Also has a couple of USB ports.
