Well,  certainly true in general and especially applicable to Canyon sensors
where ETTR still rules.
The new Sony sensors have such low read noise that they become "ISO
invariant" above a certain level--about 640 on A7RII.  If wish to preserve
highlights and shooting above ISO invariant  ISO, just underexpose and don't
worry about it. 
DR should be similar as well, though have not read that per se and have seen
a graph to the contrary though that conflicts with statement above to a
degree.

There are  certain cam specific considerations as well in choosing ISO.

I think this may be fixed after an outcry.

A7RII has mucho hot pixels show up if LENR turned off (Long exp noise
reduction) ---irritates some folks to the point of distraction.  Some don't
want to  wait for a second dark frame exposure when the good light is fading
fast.
Dark frames are essential with DSS (Deep sky stacker) for astrophotography
to decrease noise.
