I'd be surprised if they relented.  During questioning about why CS6 was $1700 
more in Australia than the US, Adobe's CEO repeatedly dodged the question and 
instead kept preaching the wonders of the Creative Cloud. 

Software-by-subscription has long been the Holy Grail for software companies.  
I don't see Adobe backing down on this.  

We recently purchased 3 seats of CS6 for the marketing department at the 
hospital, and while the order was being processed the vendor informed me that 
Adobe had just discontinued physical media and I would have to download 4+ GB 
of install files.  So, the hospital network got hammered, and now I had to use 
4GB of our NAS to store them.
