In a past life, I bred Labradors and attended many obedience classes with dogs 
of different ages.  Choke collars, if put on correctly (yes, there's a right 
and a wrong way), are infinitely better than a simple collar, which provides no 
control at all. The only other method around was a leash arrangement that 
fitted around the muzzle (cannot remember the name). We didn't use one, but 
some people found them effective.

For our labs, I don't think choke collars caused much pain when used as 
designed. Occasionally, a restrained dog would cough (i.e., they were unable to 
breath) if it pulled too hard. In other words, the choke collar was working as 
designed.

The second factor contrbuting to the effectiveness of a choke collar was, not 
surprisingly, the person on the other end of the leash. Quite a bit of time at 
obedience classes was spent training the owner how to contol/cajole the dog 
through consistent actions (including the use of treats to reinforce good 
behaviour) and commands.

I would concede that some large (i.e., strong) and aggressive dogs may be 
difficult to control by any method.

In some countries, it's illegal to discipline your children... That wouldn't 
work here.

The choker chains are another story. There are inherent safety issues involved 
with them and it's been demonstrated time and again that a dog that won't 
respond to other forms of control won't respond to a choker either. In fact, 
with some breeds, it only increases aggressiveness to the point of injury or 
death.

I don't mean to be biased about this, but the typical dog that you'd put a 
choker chain on is probably too dumb to correlate the pain with the action.
