Further developments.  I actually located documentation on the PCIe card
and it points to some files that need to be loaded in order for it to
boot from the dock.  It would not have occurred to me to look for the
docs had I not installed Win7 on the SATA 0 drive and seen a bunch of
yellow ??? in device manager for the card.  MS had drivers for it after
all, but it got me to poke my head through the docs.  Perhaps I will be
able to boot that drive via eSATA rather than USB 2.0 eventually.

Anyway, thanks for engaging with me on this stuff, Chuck.  My one
lingering issue is that BIOS is not currently able to identify the SATA
1 drive I put in for data, and I get a "Strike F1 to continue, F2 for
setup" message during a cold boot.  Fortunately, the drive works just
fine.
