My personal experience is much different. I've been using Windows since
Windows 95 or almost 15 years. I've had perhaps 2 virus infections
(that I'm aware of, of course) that did no damage (that I'm aware of, of
course). I don't believe I've had any incidents on XP. But I am pretty
rigorous on antivirus/anti-malware protection and, probably most
important and the difference between me and your school district users,
is that I am probably much more cognizant of what represents a potential
risk on a website or in email than your typical end user. At least I
hope so. :-)

I do believe that security in XP and later versions is significantly
better than earlier versions but the bad guys are also 10X as smart as
they used to be.
