It's a sad and fair point but it's an entirely different point.
Petrol taxes/excise don't pay for our health care.
Not even indirectly AFAIK.

Universal health care is not socialism - it's sanity.
Morally, a government is judged by how well it cares for its less  
fortunate citizens.
Fix it. If you can't, then whatever it is that you've got there, it  
isn't democracy.
