Basic electronics in the Navy taught that "flicker" issues were due not
to persistence causes alone, but primarily to the beat frequency between
the overhead light source and the CRT refresh rate.

60 Hz refresh rates caused problems especially due to the slight
differences in "60 Hertz" between the CRT and the light source,
resulting in an especially annoying "slow strobe".
