The phrase originated in the black ghettos and later became popular in the
wider culture. It's still most commonly used by inner-city residents no
matter what color they are.  I think the phrase was first popularized by rap
music, which helped spread it outside the black community.  When I was
growing up in Indiana I heard it used a lot, but here in New Mexico where
there are few African Americans the phrase never really took hold.
