Use the cable tie and insert paper shims (maybe a paper cylinder) to 
make up the diameter difference on the rearmost element.  Just don't 
overlap the ends of the piece forming the paper cylinder.  Maybe you can 
even glue the paper cylinder to the inside of "tie" such that it's 
offset the proper amount ot clear the front element.

On second thought, cinching up a cable tie seems to be a pretty crude 
exercise on a little part you're trying to hold stable.  How about a 
narrow strip of springy shim brass to take the place of the cable tie. 
Curl it into a cylinder so that it springs back on it own (gently) and 
holds all in place.
