Reading the extract again, that is exactly what it says - not "select 1/30
shutter speed" but "set the needle at..." which is not necessarily the same
thing. And the table is also perfectly correct and consistent.  Impressive
(if a trifle obscure).

1/30 was recommended in the OM-2 because needle position doesn't always
agree with actual shutter speed (they are completely separate systems).  So
it you set the needle (we're talking about auto mode here) to 1/30 and
shutter speed is really 1/45th, the flash will still go off.  If, however
you pick 1/60, and real shutter speed is 1/75, then flash will not fire at
all because shutter speed is above 1/60. .
