Focal length just changes the size of the image. There is no change in
the relative size and placement of objects (perspective) unless you walk
or point the camera in a different direction (which is why shift lenses
are so useful)

I've heard a term perhaps it was "apparent perspective" used to refer to
the affect on your brain's interpretation of a photo viewed at a
distance much different than what your eye would normally see - for
instance a very wide angle photo held at normal viewing distances -
objects near the edges of the picture are much nearer the center of your
view appearing stretched while if you held it up very close to your
nose, they wouldn't appear stretched. I suspect the panorama camera
fanatics probably have a more developed vocabulary to talk about that.

Probably the difference in what you're saying is semantics rather than a
difference in understanding (which I'm pretty good at confusing).
