The rule I've generally followed is to have the top & side borders to be 
the same & the bottom to be bigger. Then it sort of forms a base to the 
pic.

I've also used metal frames that are bought 2 sides at a time, so if you 
want 4" x 36", just buy the corresponding sides. For wood (or even perhaps 
metal), get a saw and mitre box.

If you look at it right, all the world's adjustable. The (internal) walls 
you live in can be torn down in an hour & reconstructed differently in a 
few days. Staircases & external or load-bearing walls are harder....
