For rock solid and a little on the heavy side, but 5 cents under your budget, 
you might look at a Tiltall.  Might pick one up used and really stay within 
budget.  Mine is 30+ years old and still works great although I've gone to a 
Bogen 3021 w /3030 head which was about $150 on sale.  Bill Barber
