The USPS was privatized years ago. Technically it's a "government
corporation" with a Postmaster General that has to answer to Congress.
Every now and again the PG will be hauled before some Senate or House
committee and be grilled by angry Congressmen about Susie's lost
goldfish or some such delivery non-event. The USPS has it's own
retirement and health benefit programs, as well as it's own union, etc.
They are sortof like Amtrak (US Government subsidized passenger train
service for you non-US readers), in other words.
