I did this about 20 years ago for an old Componon enlarging lens.  The
hole wasn't quite 39mm but the same process should work.  If I remember
correctly, I used a two pointed compass to locate the exact centre of the
cap.  From that centre point, I then enscribed a circle (39mm in your case)
using the compass.  I then drilled many small holes along the inside edge
of the circle so that I could punch out the plastic centre.  From there
I used a file and sand paper to get a nice smooth circle the exact size.
Today I would probably use a dremel tool to make the holes and smooth the
edges.
