When do you consider it empty, Richard?

Even if the control LEDs don't light anymore, some of the packs still
give 15 volts...

Did you use a meter to measure the voltage lapse during the
selfdischarge period? You should contact the meter terminals to the
two leftmost pins of the NiCad pack, with the switch on sequence or
single. One measurement in any 8 hours (and a few more) immediately
after recharging) will give you a good idea of the discharge rate.

Anyway, if the pack gets older it will hold less charge (if I am right
about the old type of cells used in the pack it can be recharged about
500 times). Apart from that, the individual cells deteriorate and
sometimes don't hold their charge any longer. In such a case the pack
will give 1.2 volts per defective cell less than normal. 
It is still usable with 1 or 2 cells out, but the LED won't light
anymore and the number of shots to be taken per recharge gets smaller
too.
