I don't believe that this has anything to do with matrix metering since
plenty of medium format systems without matrix metering offer variable
ratio fill.  It has to do setting the exposure for the background prior to
firing the shutter and then using TTL flash metering during the exposure.

I generally find fixed fill ratio flash (like in P&S cameras) an
aggravation as I prefer a ratio of 1:4.  1:2 is very noticeable and causes
an effect that is quite obvious.
