Unlike past sharpening methods, all the new stuff is using some form 
of neural filter technique. AVX, "Advanced Vector eXtensions", and a
GPU are critical for the math behind neural nets. It is just not possible
to do well without that hardware, and writing code to mimic them on a
basic CPU would not make sense, as the processing would turn one
minute into an hour (my exaggerating...).

AVX has been here since 2011, Sandy Bridge. AVX2 since 2013.
How old is your PC?

Maybe you need to check if there is a bios setting to enable it?
