In my experience this is almost always caused by lousy DNS service from
your ISP. Some ISP DNS servers are literally orders of magnitude slower
than the major public ones. Switch to OpenDNS (208.67.222.222 and
208.67.220.220) or Google's DNS (8.8.8.8 and 8.8.4.4) or any of a number of
others. Some ISPs have also taken to "helping" by redirecting typos for
their own purposes, or otherwise "inspecting" DNS traffic, which also slows
response. There's no reason you have to retain a DNS address provided by
your ISP, and if you choose to do so as a hedge against their blaming your
DNS choice should you have other problems, then demote their DNS servers to
third place or lower.

As Jan mentions, using a static, public-facing IP is only worthwhile if
you're running always-on services that will require it, and only if you
also are sure you understand how to properly set it up. Using one without
proper setup can actually make things worse for you. If you only need to
reach your own machine for occasional personal purposes, it's easier and
usually more effective to use DynDNS or a similar service that can do this
with your dynamically assigned IP.
