Some confusion here Chris I am afraid ;-)

The ECJ is one of the EU institution along with the Parliament, the  
Commission and the Coucil of the European Union (28 countries to this  
day). It is based in Luxembourg and deals with issues arising from the  
interpretation of the treaties and the acts of the EU institutions and  
Member States. Cases involve EU institutions, EU Member States,  
business, and individuals.

Whereas based in Strasbourg, the ECHR has a wider geographical  
jurisdiction and different buildings and procedures; 47 countries I  
think as I am writing, of which Russia and Ukraine ...
It is competent with all things related to the European Convention on  
Human Rights signed by the High Contrating States and emates from the  
Council of Europe which is NOT a European Institution. The EU as such  
has also been a High Contracting State since the Treaty of Lisbon I  
think.
Basically cases are man v state but could be state v state.

Both the EU and the Council of Europe promote cooperation at different  
levels in the name of democracy and peace.


Hope this helps you understand better what the stakes of this spending  
are :-)
Oh yes, I forgot to cite the last of the EU institutions: the Court  
of ... Auditors ;-) ;-)
