You don't have to drive at the speed limit, of course.  In which case it's
not a fine line.

But I have always said that the motorist should monitor their speed, as part
of a scan or workcycle, just as we are taught when we fly:

Lookout, Attitude, Instruments.

The Lookout and Attitude will be different for drivers, but not hugely so.
There is no real excuse for not being aware of your speed, your fuel level,
the state of the road ahead or your surroundings.
