Gloabally you're right - they do this for obvious safety and other  
reasons.

Yet, it depends on the model of car you're driving, and on the tires  
that equip it (snow/rain/summer).
I usually benchmark my speedometer using the GPS.
One of our cars is amazingly accurate with summer tires, whatever the  
speed - tested from 10 up to 180 km/h on German motorways.

Smaller cars tend to lie a lot - good for the ego the younger  
generations,
and less dangerous for the other vehicles ;-)
