I have now experimented with my (Nik) camera to see how it behaves:
- if I'm in S then the speed is fixed and the exposure compensation will
move the aperture.
- if I'm in A then the aperture is fixed and the exposure compensation will
move the speed.
- if I'm in P then the camera moves along the pre-programmed curve
according to the real EV (light) level +/- the exposure compensation.
- if I'm in M then the speed and aperture are fixed and the exposure
compensation does nothing.

The EXIF correctly shows the real aperture and speed, after the exposure
compensation has done it's work, and it also tells me what compensation was
applied (even in M mode).

So the other variable remaining (in the understanding of sunny-16 (or
whatever) versus the optimised exposure) is the metering algorithm.
 Under-exposing by 2.33 stops is relative to whatever the Can 60D metering
mode in use _thinks_ it should be to give mid-grey (14% or 18% or whatever
the current thinking is). I guess matrix metering, ESP, or any other clever
system can all have different opinions...
