Specifically, it is strictly a tax on the middle-class working people.
Poor people don't pay, and rich people essentially don't pay either as
it is capped. Make it 15% of any and all forms of income--including
assistance income. If it is universal, it should be 100% universal.
But that's neither here nor there.
