You are both correct - it depends on whether you shift the lens in relation
to the camera body (in a fixed position) on shift the camera body in
relation to the lens (in a fixed position).

As to what the OP intended, Iwert can speak for himself, but I understood
him to mean that he did not want a second 24/3.5 - the only reason he would
need one is if he were to make stereo photos using paired lenses.

Actually, it will give you a stereo pair. I used to do that with my Minolta
bellows that had shift and tilt features.  However, the amount of shift is
quite restricted so this only applies to macro stereo photography.

No. That will give you a panorama.
