Mhmm. Might be more to do with a legacy of their religion, slow to
anger, only threaten force when its use is otherwise unavoidable.
They really are charming people, whose word is their bond; hence their
usefulness to the Empire.
And it's usually a thumb, their own, that they 'nick'. It's just a
ritual, a habit; we all have them.
